Irvington council adopts third amended East Ward/East Springfield redevelopment plan

The Irvington Municipal Council adopted the Third Amended and Restated East Ward/East Springfield Redevelopment Plan on Jan. 12, approving updated redevelopment standards and expanded permitted uses for a large area of the township.

Council President Jamillah Z. Beasley opened the public hearing on the ordinance and, after the hearing was closed, the council voted to adopt the plan on second reading. The ordinance incorporates prior rehabilitations and plan amendments, adds permitted uses including clinics, indoor recreation, municipal uses, parks, places of worship, public garages, and schools, and provides updated density and bulk specifications intended to offer greater design flexibility.

The ordinance implements the Local Redevelopment and Housing Law process; it incorporates earlier actions dating to the original plan and subsequent amendments adopted in 2006, 2015, 2021 and 2024. The council’s action directs that the Third Amended Redevelopment Plan be filed in the office of the municipal clerk and that its provisions supersede conflicting provisions of the municipal code where indicated.

Adoption followed a Planning Board recommendation submitted Nov. 13, 2025, and a council directive in June 2025 to consider certain density and bulk adjustments. The ordinance notes that copies of the plan and related exhibits are available for public inspection at the municipal clerk’s office.

The ordinance will take effect according to law; the minutes record the motion to close the public hearing and the motion to adopt on second reading. The council did not list a detailed roll-call tally in the minutes beyond recording Councilmember Brown as absent.
