Glideways representatives briefed the Palm Beach County Board of County Commissioners on an unsolicited proposal for a roughly 5.3-mile elevated automated guideway connecting the airport, convention center and downtown. The system they described would use small automated electric vehicles on a dedicated guideway and is proposed as a lower-cost, higher-frequency alternative to traditional heavy rail.
Staff and multiple commissioners asked detailed technical and policy questions: expected ridership and fare mixes, whether operational revenue could cover operations, mechanisms to recover capital costs, minimum vertical clearance requirements near railroad corridors, the need for FAA and railroad consultations for airport and rail right-of-way segments, equity and anti-displacement safeguards for historically Black neighborhoods traversed by the route, and potential funding partners beyond the county.
Glideways’ presentation included an early engineering-and-business-case outline and a ballpark estimate that capital costs could fall in the $100–125 million-per-mile range for grade-separated elevated construction (the company and several commissioners noted that actual costs depend heavily on alignment, utilities, and structures such as elevated stations). Commissioners and staff cautioned that the proposal raises many open technical, financial and governance questions that would require extensive feasibility work (independent ridership studies, FAA/railroad reviews, governance and funding commitments) before the county should spend major funds.
Following extensive board questions and public comment, Glideways’ authorized representative withdrew the unsolicited submittal and said the company will continue stakeholder engagement and refile later with additional detail. Commissioners expressed willingness to revisit the concept after more evidence from demonstration projects and pilot operations in other jurisdictions and asked Glideways to return when the plan included clearer funding partners and technical validation.
