Council extends consultant contracts for Boykin Donahue delays and green-lights design and PM contracts for $40M Richland Park

Staff reported that the Boykin Donahue construction contract, awarded in October 2024, had a completion date of May 25, extended once to June 22; the project remains incomplete and staff estimate it is about 85% complete. Council approved Amendment No. 12 to Foresight Group LLC for $13,300 and Amendment No. 3 to Hoare Program Management (HPM) for $135,600 to continue necessary professional services (engineering seals, program management and construction oversight) through the expected early‑fall completion. Staff said the additional costs are not for the construction contract itself but for consultants whose contingencies have been exhausted while the project remains in progress; council acknowledged potential contractual remedies but indicated the contractor is performing quality work.
Separately, council approved a $2,400,000 contract with Foresight Group LLC for design, permitting, bidding and construction administration and a $2,242,000 contract with Hoare Program Management for program management on the Richland Park project. Staff described Richland Park as a roughly 128‑acre parcel with about 50 acres of initial work (baseball/softball fields, trails, restrooms, parking). Council discussed the heavy‑civil nature of the site (rock and slope), the need for borings and subsurface investigations, and budget presentation across CIP line items. Staff emphasized program‑management value during design and construction and noted previous savings captured when HPM supported Boykin Donahue.
All motions carried by voice vote. Staff said project spending for design and program management will be staged across project phases and that hearings or mid‑biennium budget adjustments may follow as design and bidding progress.
