Planning staff briefed the council that parking for the existing Collegiate Hotel and the proposed condotel had been reviewed and that proposed leased-offsite parking locations would satisfy staff’s criteria for required parking while the condotel is under construction.
Council members raised two primary concerns: whether leased parking would create a domino effect on neighboring parcels and whether the building’s height—measured in the ordinance from the highest point on site grade—would create an outsized structure when graded differences were considered. Planning staff replied that they had contacted the proposed lease locations to verify availability and uses and that the planning director would be the final arbiter for parking adequacy under the zoning code. On height, staff explained the ordinance measures height from the highest point on grade, which kept the proposed structure within the 75‑foot base limit while allowing additional allowances for parapets and stair/elevator overruns.
Council debated the technical measurement of height but acknowledged the project complies with the ordinance as written. The council moved and the conditional use was approved; the planning director will require finalized parking agreements and verify compliance before permitting.
