Kingston council to consider grant match, certificate application and $1.037M Land Landing improvement bid

Staff presented a proposed resolution authorizing Kingston to participate in a Public Entity Partners property conservation matching-grant program (a reimbursement grant to protect city facilities); councilors asked for any questions and agreed to add the resolution to the agenda.
A single bidder, Skilled Services Quality Construction, submitted a bid of $1,037,200 for the Land Landing improvement project. Staff said the revised scope included demolition and full replacement of the pavilion and restrooms, connection of the facility to sewer, and replacement of the boat ramp; the project came in about $70,000 under contingency compared with an earlier, larger scope that was over budget. Councilors expressed support for moving forward and asked staff to place the acceptance of the bid on the agenda.
Staff also reviewed a certificate-of-compliance application for 321 East Ray Street and confirmed the applicant's TBI background check showed no criminal history; the item will be added to the agenda for formal consideration.
No formal votes were recorded at this meeting; councilors asked staff to prepare materials so these items can be considered during the next regular meeting.
