Resident asks Kingston council to close Old Center Ferry Road and allow gates to stop trespassing

Cline said people have been parking behind the Land Landing area, trespassing on her property, leaving drug paraphernalia and discarded mattresses, and holding parties on a private dock. "We've found needles, the things they used to make meth, condoms," she said, and described burned charcoal and leftover food on her dock.
Council members and staff confirmed the road is a city street but currently not used for regular access. City staff said the barricade on one end had been removed at some point and public works has had to clear dumped items there. The mayor asked the city manager to coordinate with staff and said the matter would be added to the council agenda for the Tuesday meeting for formal consideration.
Cline offered to pay for and install gates at the two locations she marked and told council she would work with the city manager on logistics. Councilors asked staff to research legal and operational implications before the formal agenda discussion.
The council did not take a final vote at the meeting; it agreed to place the closure and gate request on the upcoming agenda so staff and the council can examine ownership, access needs and any permitting or maintenance responsibilities.
