The Rapho Township Planning Commission on June 1, 2026 moved to recommend approval of a final separation subdivision plan for Greg and Beth Herr at 2040 Hossler Road, contingent on the applicant addressing engineer RETTEW’s comments and adding a note to the recorded plan that no percs or probes were performed at the time of the subdivision.
Melissa Kelly of engineering firm RETTEW presented the plan, which proposes splitting a 30.578-acre parcel into a 9.22-acre lot and a 21.358-acre lot. The applicant requested modifications to multiple provisions of the Subdivision and Land Development Ordinance (SLDO), including plan scale (Section 295-403.A(1)), existing features (Section 295-403.C), several plan detail subsections (295-403.D.13 and 295-403.D.15) and on-lot septic replacement area and sewage planning provisions (295-408.B.6.c, 295-408.B.6.d and 295-407.F.7).
Commissioners discussed requested waivers for sewage testing and agreed that the recorded plan should include a note reading, “there were no percs or probes done at the time of the subdivision.” Commissioner Carrol Ehrhart made the motion to recommend approval subject to the applicant satisfying the items in RETTEW’s May 21, 2026 letter (revised May 26, 2026) and adding that note. The minutes record the motion; a second and an explicit vote tally for that specific recommendation are not stated in the minutes.
The commission previously voted unanimously to consider RT# 26-496 as an action item. The recommendation requires the applicant to address RETTEW’s comments to the satisfaction of the township before the plan is finalized. The minutes do not record a final township decision at this meeting; further administrative review or a subsequent township action may be required before recording the plan.
Clarifying details recorded by the commission include the exact proposed acreages (30.578 total; 9.22 and 21.358 resulting lots) and the dates of the RETTEW comment letters (May 21, 2026; revised May 26, 2026).
