Allegany County committee authorizes application for up to $1 million from Ralph C. Wilson Jr. Foundation to support new economic-development entities

The Allegany County Planning & Economic Development Committee voted June 17 to authorize the county to apply for up to $1,000,000 from the Ralph C. Wilson, Jr. Foundation to support organizational startup for Advancing Allegany County: Economic Development Organization (AACEDO) and predevelopment work for a proposed AC-NY Empowerment Hub.
Director of Economic Development Ashley Smith presented the request, saying the county would act as fiscal recipient and pass funds through to AACEDO. The application seeks up to $500,000 to help AACEDO onboard initial staff and establish operations and up to $500,000 for planning and predevelopment for the Empowerment Hub, including engineering, architecture, feasibility studies, site assessments and project management.
Smith asked the committee to authorize the chairman to execute the grant application and any necessary documents, subject to County Attorney review. Legislator K. LaForge moved the resolution; Legislator S. Havey seconded. The committee carried the measure; Legislator G. Barnes voted no. The committee referred the matter to the Ways and Means Committee for further review and action.
The application packet and related materials will be prepared before the submission deadline; the actual award amount, if any, will be determined later and reported to the board. Committee documents state that funds would be used to strengthen workforce pipelines, support business growth, expand education and community-service access, and help coordinate public, private and nonprofit partners around rural economic development goals.
The committee also authorized the chairman to sign grant documents conditioned on the County Attorney pproving the terms and conditions. The item was recorded as approved at the committee level and will move to Ways and Means for a final County Board action if further required.
