Representatives from multiple City of Raleigh departments summarized technical requirements applicants should address to reduce review cycles.
Transportation: Kevin Kidd, engineering review supervisor, and Dustin Reed emphasized correct driveway dimensions (minimums/radii), sidewalk and streetscape dimensions, and that valley curb is the common standard for new developments. They noted minimum driveway lengths and that driveways are measured from the right-of-way/property line; Kevin said an 18-foot minimum from the property line to the face of structure is commonly required for garages.
Fire and construction access: Kevin Bailey (New Construction) told attendees the fire department enforces apparatus access, road widths (20-foot minimum in many cases), and water availability for firefighting during construction. He clarified that some construction-phase requirements (access, water) are distinct from the administrative issuance of a building permit, but access and water must be in place when combustible materials are on site.
Stormwater: Sally Hoyt (stormwater plan review supervisor) said stormwater review at building permit stage typically focuses on maximum impervious area per lot and lot-grading plans for projects under half an acre. She reiterated allowed discharge options for small projects (right-of-way, stream, rain garden, infiltration pit, vegetated area) and said the department will follow up on whether unit-level impervious allocations should be recorded on plot plans for projects with assumed property lines.
Water, addressing and urban forestry: Cindy Terry (Raleigh Water) asked applicants to show meters, sewer cleanouts and easements on plot plans and to avoid placing street trees over utilities. Steve (Steven) Ryan (IT/addressing) said correct addresses, lot numbers and PINs are essential — missing or incorrect PINs often trigger resubmittals. Chris Crum (Urban Forestry) explained the city’s tree-planting standard (roughly 600 cubic feet of soil for street trees), structural soil expectations where sidewalks abut driveways, and the importance of keeping utility and driveway locations consistent with SPR approvals.
Staff recommended early coordination across departments and careful consistency between SPR/ASR/site approvals and building-permit submissions to reduce rework. Several staff members offered email addresses and promised follow-up for site-specific questions.
