Holden council approves tractor-pull grounds lease, re-adopts conflict ordinance and sets 2024 tax levy

Holden — The Holden City Council met Thursday, Aug. 15, and unanimously approved a series of routine measures including a grounds lease for the annual tractor pull, the biennial conflict-of-interest ordinance, the 2024 tax levy and certification of the recent general obligation bond election.
The council first approved the July 18 meeting minutes and the appropriations/expenditures presented by the Finance & Budget Committee. Citizen Steve Thelen of 1016 Golden Eagle Trail offered public comment, identifying himself as new to the area and thanking city leaders for their work on the recently passed public-safety bond.
On a motion by Councilman McDaniel and a second by Councilman Miller, the council moved forward with Bill No. 07-04-24, the grounds lease for the tractor pull. At second reading, Councilwoman Fields moved and Councilman Mensch seconded; a roll-call vote recorded unanimous "Yes" and the lease passed. The mayor noted the lease contract had been signed and the HSA provided a certificate of insurance approved by the city attorney.
Council also considered Bill No. 08-01-24, a re-adoption of the city's conflict-of-interest ordinance (a statutory requirement every two years). The measure passed after motions by Councilwoman Fields and Councilwoman Mallory at first reading and by Councilman Mensch and Councilwoman Fields at second reading; the roll call was unanimous.
On the tax levy, Mayor Briscoe explained that figures were based on assessed valuations and state auditor numbers and that approval would set the 2024 tax rate at 1.0021. Councilman Miller moved and Councilman Mensch seconded the first reading; Councilman McDaniel and Councilman Pemberton moved and seconded the second reading. The council voted unanimously to adopt Bill No. 08-02-24.
The council also approved Bill No. 08-04-24 to certify the General Obligation Bond election results; the vote was unanimous. Mayor Briscoe then presented Resolution R24-28 to appoint Shannon Brogan to the Merit Board; Councilwoman Mallory moved, Councilman McDaniel seconded and the resolution passed.
Other business included approval for F & C Bank to retain a shipping container on-site during a remodel through an estimated April 2025 timeframe, and a unanimous vote to enter closed session under RSMO provisions for legal actions and specifications/ sealed bids related to litigation updates and BPW planning. The meeting adjourned at 8:36 p.m.
