Board members debated whether cutting out the approved second story qualified as routine repairs and maintenance that would not require a formal amendment or whether the change required formal documentation so the town file accurately reflects what exists in the field. Board members cited relevant sections of the ordinance governing nonconforming structures and agreed that, while removal of the second story would reduce nonconformity, the board should require the owner to submit an elevation drawing and a brief letter requesting the amendment so the file matches the work done.
A motion was made asking planner Hans Rasmussen to request the owner (referred to in the transcript as the Stifers in some places) to submit an amendment reducing the previously approved maximum height and to provide elevation drawings; the motion passed on a 3–1 recorded vote with Nick Alexander voting no. The board recorded that the amendment request should include a profile (side) drawing and a letter describing the change.
