Scotland County officials discuss rebidding single-county audit amid timeliness concerns

County Manager Snead told the Scotland County Board of Commissioners on May 28 that the county should put its single-county audit out for competitive bids after working with the same private audit firm for the last four to five years. Snead said the county has experienced problems with the audit process'particularly timeliness'and that rebidding would "get the most competitive price." The board lacked a quorum, so members could discuss but not vote on rebidding.
Snead said some delays are attributable to the auditors' requests and some to the county's internal response time. "One of the faults is timeliness, but some of the fault belongs to us," she said, adding that she had reached out to the Local Government Commission about certain requests and had given auditors read-only access to the county's MUNIS financial system three weeks earlier to help move the process along. She said Finance Director Jorgensen has been directed to provide auditors the documents they request as quickly as possible.
Vice Chair O'Neal supported competitive bidding, recommending a one- to three-year cycle and urging the board to include contractual stipulations that require auditors to provide timely updates and to "work for us" beyond mere state-compliance language. Commissioner Ivey said the MUNIS system was intended to reduce manual work and pressed staff to be responsive to auditor requests.
Snead told commissioners she will assemble the procurement information and bring it to the full board for a vote at the next regular meeting on Monday, June 1, 2026, at 6:00 p.m. at the Emergency Operations Center in Laurinburg. The discussion did not result in any formal vote on rebidding at the May 28 meeting because a quorum was not present.
