Smithville aldermen approve purchasing-policy change, annexations and infrastructure contracts in unanimous votes

On Jan. 20 the Smithville Board of Aldermen approved an ordinance moving the citypurchasing policy out of the municipal code, cleared two annexations and adopted multiple resolutions including a $1.49 million sanitary force main contract, all by unanimous vote.
The Smithville Board of Aldermen on Jan. 20 approved a slate of ordinances and resolutions, including a change to the citys purchasing policy, two voluntary annexations and several infrastructure contracts, without discussion and by unanimous votes.
Alderman Marv Atkins moved and Alderman Dan Hartman seconded approval of Bill No. 3092-26, which amends Title I, Chapter 150, Article I of the municipal code by removing the Purchasing Policy from the code and readopting it as an administrative policy. The bill passed on both first and second readings with all six aldermen voting aye; Mayor Boley declared it approved after the second reading.
The Board also approved two voluntary annexations. Bill No. 3093-26 annexes the property at 1505 East Main Street into the city; Bill No. 3094-26 annexes Phase III of Whispering Creek Farms. Both measures were moved by Alderman Atkins, seconded by Alderman Hartman, and carried on unanimous roll-call votes.
On infrastructure, the Board passed Resolution 1536 to approve Amendment No. 3 to Authorization No. 94 with HDR Engineering for work on the 144th Street pump station and force main. It then awarded Bid No. 26-01 to Menke Excavation, LLC via Resolution 1537 for the Smith Fork Sanitary Force Main Improvement and Little Platte River Water Crossing in the amount of $1,487,211.26, and approved Change Order No. 1 to that contract (Resolution 1538) for $248,794.96. All votes were unanimous.
The Board also adopted rules of order under Resolution 1539 and approved changes to the Missouri Local Government Employees Retirement System (LAGERS) under Resolution 1540; both passed 6-0.
The measures were presented by staff and moved by Alderman Atkins; there was no recorded public comment or debate on these agenda items. All recorded roll-call tallies on the evening were six ayes and zero noes. The meeting adjourned at 7:23 p.m.
