Holden council adopts code revisions, approves police in‑car cameras and playground resurfacing; appoints Jason Trupp

At its Nov. 21 meeting, the Holden City Council approved an ordinance to reconcile conflicting code chapters, authorized purchase of in‑car cameras for the police department, awarded a playground resurfacing contract and appointed Jason Trupp to Planning and Zoning; a traffic-code bill was tabled.
Ray Briscoe, mayor, presided over the Holden City Council’s Nov. 21 meeting where the council approved several ordinances and a personnel appointment and reviewed department reports.
The council adopted Bill No. 11-01-24 after first and second readings to repeal Chapters 91, 93 and 94 and amend Chapter 90 of the municipal code to resolve conflicts between those sections. Councilman Miller moved the first-reading motion; Councilman Mensch and Councilman Miller led the second-reading motion. The ordinance passed on a roll-call vote with Councilmen McDaniel, Miller, Mensch, Goodfellow and Councilwomen Fields and Mallory voting yes; Pemberton was absent for that vote.
The council also approved Bill No. 11-02-24 to authorize purchase of in‑car cameras for the police department. The measure passed after two readings; the minutes record aye votes from the present councilmembers. Police Chief Mayhew had provided the department’s activity report earlier in the meeting.
Bill No. 11-04-24, awarding the park playground resurfacing contract, passed following two readings and a roll-call vote. Councilwoman Fields and Councilman Barwick took part in the motions to advance the contract. By contrast, Bill No. 11-03-24 (proposed Chapter 76 traffic-code amendments) was not ready for council review and was tabled with no readings or vote.
On personnel, the council approved Resolution R24-38 to appoint Jason Trupp to the Planning and Zoning Commission and to the Merit Board; Councilman Mensch moved and Councilman Goodfellow seconded the motion to appoint Trupp.
In other business, Mayor Briscoe thanked responders to a grass fire at 14th and Clay Streets, reported that Elm Street reconstruction is underway and said candidate filing for the upcoming election opens Dec. 10. He introduced a proposal to add a non‑voting student member to the council and said administration is coordinating with the local school to work out details.
Police Chief Mayhew delivered the department report during the meeting, listing 40 incident reports, 14 misdemeanors, 8 felonies, 5 warrant arrests, 38 traffic summonses and 90 traffic warnings; codes/animal control recorded 11 codes cases and one nuisance call. Fire Chief Wakeman provided a written report noting 17 fire incidents and 4 rescue/EMS incidents and that a decommissioned Expedition vehicle was sold for $2,000 via sealed bid. Several departments provided written updates on maintenance, water-line work and capital projects.
The council adjourned at 7:55 p.m. after a motion by Councilwoman Fields and a second by Councilman Miller.
