Holden council approves bond budget and four ordinances, adopts two resolutions

The Holden City Council on Jan. 16 approved a series of budget and ordinance items during a meeting at City Hall, including final approval of the General Obligation Bond budget and a set of ordinance readings that passed unanimously among attending members.
Mayor Ray Briscoe presented two resolutions and four bills during the meeting. Resolution R25-01, a fiscal-year 2024–25 budget adjustment affecting ARPA and Capital Improvement funds, was moved by Councilwoman Fields, seconded by Councilman Pemberton and passed (vote tally not specified in the minutes). Resolution R25-02, to approve the fiscal-year 2023–24 audit, was moved by Councilman Mensch, seconded by Councilman Goodfellow and passed (vote tally not specified in the minutes).
The council conducted first and second readings and adopted the following bills: Bill 01-01-25 (Council candidate filing); Bill 01-02-25 (allowing placement of a double-wide mobile home); Bill 01-03-25 (amendments to Chapter 24 to combine standing committees); and Bill 01-04-25 (General Obligation Bond budget approval). Each bill completed both readings and passed by roll-call vote with McDaniel, Pemberton, Miller, Mensch, Goodfellow, Fields and Mallory recorded as Yes and Barwick recorded as Absent on the recorded roll calls.
Other procedural actions approved included routine approval of Dec. 19, 2024 meeting minutes and the Finance & Budget Committee’s appropriations/expenditures. The council also approved purchase of a new City Hall server after a motion by Councilwoman Fields and a second by Councilman Pemberton; the minutes record the motion as passed but do not record a roll-call tally for that item.
