The board approved several budget allocations and policy changes tied to education, opioid programming and county operations.
Commissioners voted unanimously to fund Richmond Community College at the requested $596,078. The board also approved $9.75 million in funding for Scotland County Schools and added $100,000 for athletics, allocating $50,000 to Scotland High School and $25,000 to each middle school (motion by Commissioner Williams, seconded by Commissioner Shelley).
On opioid programming, County Manager Snead presented a proposed program budget and noted a new $50,000 Trillium award targeted for the Family Treatment Court; the board amended the budget to accept Trillium funds and approved opioid programming and related allocations with a motion to approve a proposed opioid budget of $415,324. Snead said the county will contract with RHCC for program administration (including a $10,000 administrative fee) and will shift an existing employee off county payroll to RHCC's nonprofit structure under the contract.
The board voted to continue the Trillium maintenance-of-effort funding as in the previous year ($72,920) and denied a $200,000 funding request from Partners in Ministry. Commissioners also approved a change to the mileage-reimbursement policy to set the county rate at 90% of the IRS rate in January each year without returning to the board for annual approval.
