Commissioners approve RFP for non‑medical transport, direct fencing at Dixie Guano and keep RCC funding unchanged

Scotland County commissioners on April 22 moved on a range of capital and contracting issues, from courthouse repairs to evidence storage and county contracts for non‑medical transport.
Public Buildings Director Mike McGirt asked the Board to schedule powerwashing and waterproofing of the courthouse (estimated at about $67,000) and to consider lifting or repairing nine out‑of‑warranty HVAC units at the Annex; Vice Chair O'Neal moved that the courthouse waterproofing be placed on next year's work list and Commissioner Williams seconded the motion. McGirt was asked to return with more precise cost estimates for lifting rooftop units and potential roof repairs.
The Sheriff's evidence building was described as cluttered, with a nonworking security system and leaking skylights. Captain J. Butler said some items must be preserved for long‑term cases and that vehicles used in investigations require secure storage. Commissioners reached consensus to pursue fencing and cleanup at the Dixie Guano site to create a secure area and to patch the existing evidence building roof and replace skylights in the near term.
On procurement, Vice Chair O'Neal described the longstanding Braveheart retainer as outdated and moved to update the contract and issue a competitive RFP for non‑medical transport or to back up EMS; Commissioner Ivey seconded the motion and it passed unanimously. County Manager Snead and commissioners discussed whether a retainer is necessary or whether vendors would respond to reimbursement‑based contracts.
On community funding, after debate the Board voted 4–2 to keep Robeson Community College (RCC) funding at $556,343 for the coming year rather than approve the college's requested increase. Commissioners also heard a TDA (tourism) report showing occupancy tax receipts of $230,463 and expenditures exceeding receipts to date; Snead said staff will audit remittance and reporting and bring contract recommendations forward.
Other items discussed included historic‑properties repair needs and a decision to seek project‑level estimates rather than increase the recurring appropriation at this time, continued funding for the Humane Society and Rescue Squad at current levels, and staff direction to consult with Trillium about allowable uses of the county's maintenance‑of‑effort funds.
