License committee asks staff, state's attorney to review vaping vending-machine licensing

The LaSalle County License Committee discussed whether the county should create a specific license for vape vending machines after staff received an inquiry from a distributor interested in installing such devices in local establishments.

Amanda Znicki told members she had received an email from a distributor asking whether the county had an applicable license and, if not, what fee schedule would be appropriate. "I don't have any kind of license for it," Znicki said, describing the machines as new to the area and noting they card users and accept credit cards for purchases.

Members discussed models used elsewhere. One example cited from Oak Forest listed a $50 fee per vending device plus a $50 base license and a separate $100 tobacco-dealer vending fee. Committee members asked whether the county should mirror video-gaming licensing by assessing fees on distributors as well as establishments. Staff and members noted state licensing exists for similar devices but that local authority and fee structure would need legal review.

The committee directed staff to research local and state rules, consult the state's attorney, and prepare draft language or a resolution for the full board to consider at a future meeting. Members said they will weigh whether to license the distributor, the hosting establishment, or both, and asked staff to gather examples and proposed fee levels for the next committee meeting.

No formal license or fee was adopted; the item was set for further review and possible full-board action after staff and legal review.
