Ceres City Council holds special meeting, moves into closed session on anticipated litigation

The Ceres City Council convened a special meeting Monday, April 28, 2025, and promptly recessed into a closed session to consult with legal counsel about anticipated litigation involving one case.

Mayor Lopez opened the meeting and called the roll. A city staff member conducted roll call, recording Councilmember Casey (District 1), Councilmember Viera (District 2) and Councilmember Otero (District 3) as present and noting Vice Mayor Martinez (District 4) absent. "Welcome everybody to the notice and call of a special city council meeting today, Monday, 04/28/2025," the mayor said as the meeting began.

Before moving into closed session the council explained the public-comment rules, including a five-minute time limit under Resolution 2007 106 and the applicable government-code provision (54954). The clerk reported there were no in-person speakers, no hands raised on Zoom and no emails received, and the council closed the public-comment period. "There are no hands raised on Zoom and no emails received," the clerk said.

The council then recessed into an executive (closed) session "conference with legal counsel — anticipated litigation," citing that one case met the threshold for a closed-session discussion under the stated government-code provision. After the closed session the mayor stated that no action had been taken and there was nothing to report out to the public.

Because closed-session deliberations on pending or anticipated litigation are confidential, the council did not disclose details of the matter discussed. The special meeting concluded with no reportable action taken.
