Louisa County supervisors approve $501,332 in claims, assign tax-sale certificate and approve road and utility work

The Louisa County Board of Supervisors on Aug. 6 approved $501,332.44 in claims, assigned a tax-sale certificate for parcel 13-25-151002 to the Oakville Volunteer Foundation and approved several county infrastructure actions, the board’s minutes show.
The meeting, called to order by Chairman Brad Quigley, opened with routine business including approval of the meeting agenda and the July 30 minutes. The board approved the claims total by motion (Maine moved; Ball seconded). The claims list included a large ICAP FY25 property payment of $298,450 and an $85,500 payment for the Railroad Yard R Ave bridge project.
Supervisor Shawn Maine reported prior meetings with Evolve about the county jail roof and with Red Lion Renewables on a solar proposal; Quigley said that, "with insurance costs going up it is possible the departments could be over budget by the end of the fiscal year," flagging a budget risk for departments as the county moves into the new fiscal year.
The board reviewed the Morning Sun Ambulance July 2024 report and, by motion, assigned the tax-sale certificate for parcel 13-25-151002 to the Oakville Volunteer Foundation.
Engineer Adam Shutt presented a right-of-way application from Eastern Iowa Light & Power Cooperative; the board approved the application to set a new pole on the east side of Henry Louisa Avenue across from 1387 Henry Louisa Ave and to bore duct across the road.
The board also approved plans and specifications for three asphalt and paving projects (Div 1: FM-CO58(68) 55-58; Div 2: FM-CO58(69) 55-58; Div 3: FM-CO58(70) 55-58). The minutes state those projects will be paid for with Farmer Market Funds.
Payroll adjustments were reviewed: jailer Jennifer Getchell to $27.69 per hour and jailer Andrew Starkweather to $26.88 per hour (both retroactive to July 1, 2024), and motor grader operator Dustin Meeker to $27.19 per hour effective July 29, 2024.
There was no further business; the meeting adjourned at 9:46 a.m.
