Commission seeks grant administrator as Coosa Valley readies $1 million EPA award

Chair opened the meeting and turned to agenda reports, where Commissioner Kenneth reported on recent grant work and regional conferences. Kenneth said the county needs to procure a professional grant administrator for Appalachian Regional Commission-funded work because the funds are federal and standard county procurement rules apply. "We are just gonna send out an email to 3 different or or more different grant administrators and then have them send back their rate sheets," Kenneth said, and added he would return with a firm fee next meeting.
Kenneth estimated the administrator fee "would be between 5 and $7,000," and said the county will seek multiple quotes before proceeding. He also said Coosa Valley had been awarded a $1,000,000 appropriation under an EPA grant; the funds will flow to Coosa Valley but the recipient will need help completing application paperwork and administration tasks. Kenneth said Byron Woods reviewed the materials and concluded the work was "outside the realm" of the county's usual ADEM grant management and would benefit from outside administrative help.
The commission instructed staff to solicit rate sheets, get cost estimates, and return the item to the next work session with a recommendation. No formal award to any administrator was made at the meeting.
