Trumbull County commissioners approve road resurfacing bid advertisement, water and sewer project funds, vehicle purchases and EMA relocation plan

The Trumbull County Board of Commissioners on March 11 approved a series of routine consent and project items, including bids for road work, creation of project funds for water and sewer work, vehicle purchases, grant/loan application authorizations, and a planned Emergency Management Agency relocation.
On infrastructure, the board concurred with the county engineer to advertise for bids for the North River Road (TRU County Highway 142) resurfacing project between Elm Road and State Route 46 in Howland Township. A commissioner noted the county engineer secured Eastgate funding that will cover about 80% of the project cost, and a public commenter praised the action as proactive use of outside funds that will not draw on local taxpayer dollars.
The board established Fund457 for the Williams Drive waterline project with initial funding via a $500,000 note and Fund450 for the Caleb Road sanitary sewer project with initial funding via a $750,000 note.
On fleet procurement, commissioners authorized purchase of a 03/2027 Freightliner tandem‑axle cab and chassis from FIDA Freightliner Youngstown for $376,816 under Ohio State contract 02322 and three snow/ice truck packages from Henderson Products Inc. for $488,136.24 under NPPGov contract PS22170 (estimated total $864,952.24) to secure build slots; financing was left to a future journal action. Separately, the board approved buying three 2026 Chevrolet Silverado 2500HD pickup trucks from Ken Ganley Chevrolet at state cooperative pricing for a net total of $128,219.89 to replace disabled plow trucks.
The board accepted several irrevocable standby letters of credit in lieu of maintenance and performance bonds for Kline’s Farm replat matters (amounts and terms were read into the record) and awarded a contract to Gibbs Construction Inc. for the Meadowbrook corrective action plan demolition and restoration (award and authorization to issue a notice to proceed were approved).
The board adopted resolutions authorizing the board president to apply for Ohio Water Supply Revolving Loan agreements on behalf of Trumbull County for multiple water improvement projects (Wilson Avenue, Still Wagon Road, and Champion/Bezeta booster pump station) and authorized advertising for bids to relocate the Emergency Management Agency to a repurposed fire station at 773 Everett Hall Road in Cortland. Commissioners said the relocation and remodeling plan will avoid borrowing and tax increases and—based on architect estimates—save taxpayers more than $1.5 million compared with building a new facility.
Other approved items included routine permits, right‑of‑way actions, a bridge closure on South Main Avenue in Warren City beginning 03/27/2026 until further notice, reports placed on file (Trumbull County Transit and tourism bureau financial reports, dog kennel activity), and a transfer of $350,575 from the Trumbull County Children’s Service Board fund to the Prosecutor’s child assault prosecution unit fund under Ohio Revised Code citations. The board also authorized submitting paperwork to the Ohio Department of Taxation to transfer funds to cover a deputy assigned to Children’s Services (not to exceed $117,123.09 for the 12‑month period listed).
Nearly all items were approved by recorded affirmative responses from the commissioners during the meeting. The board also moved into executive session under ORC 121.22(G)(4) to prepare for bargaining/negotiations related to public employees and adjourned afterward.
