Commission approves routine contracts, grants and consent items including indigent-defense funding and shooting-range agreements

Davis County commissioners on July 7 approved a series of routine business items, including a contract amendment for a rescheduled Utah Airshow event, health-department funding agreements, indigent-defense grant renewals and specialty public-defender contracts, several limited-use agreements for the county shooting range, consent agenda items and approval of the county property tax register.

Community and Economic Development staff asked the commission to move an existing contract with the Utah Airshow Foundation to June 19–20, 2027, after the 2026 event was canceled and a payment had already been made. Health Department staff presented a $2,000 payable agreement with Tanner Clinic for community clinical intervention work and a $486,649 receivable from the Utah Department of Health and Human Services for minimum performance funding.

Human Resources requested ratification of a $327,320 receivable from the Utah Indigent Defense Commission and authorized a contract for specialized defense counsel (Nick Falcone) with a $75,000 annual cap at $125 per hour for complex felony cases. The sheriff's office presented three annual limited-use agreements for the county shooting range (receivables of $3,120; $780; and $2,700). Commissioners moved approval of these items and other consent items by voice vote.

Most items were approved without extended debate; staff noted grant funding timelines and contract caps where applicable. The board also approved the property tax register as recommended by the county controller.

The commission recessed to serve as the Board of Canvas for the election certification during the meeting and later reconvened to complete the remaining items.
