Commission approves ALDOT turn‑lane agreement, $268,000 design contract and tentatively awards SWAT building bid

The St. Clair County Commission on April 28 approved a multi-part set of infrastructure actions: entering an agreement with the Alabama Department of Transportation for additional turn lanes on US 231, contracting GMC to develop design and bidding documents, and awarding the base bid for a SWAT/storage building to Goodgame Construction.
County Engineer Dan Dahlke summarized the US 231 project as “to construct additional turn lanes” from north of Road to just south of Johnson Drive. Dahlke said the state’s contribution was stated in the meeting as limited to $2,000,000; he and staff estimated the county and Pell City will need to provide roughly $700,000 in combined local matching funds as plans and final costs are developed. Commissioners voted to approve the ALDOT agreement and the resolution to move the project forward.
The commission separately approved an agreement with GMC (identified in the meeting as formerly Goodwood Mills/Kaywood) for design and planning services; staff reported an estimated cost of $268,000 to prepare plans and get the project to bid.
On a related capital project, the commission reviewed bids for a SWAT/storage building on the Road Department campus. The lowest responsible base bid, Goodgame Construction at $529,128, was approved subject to county attorney review and availability of funds. Commissioners noted that funding work remains to be completed before construction can start.
Procurement and cleanup note: the commission also discussed the Wolf Creek cleanup procurement; staff said only one timely quote was received and that a quote from DRC Emergency Services arrived at $2,200,000—far above earlier cost expectations (mentioned in the meeting as about $211,000). Commissioners directed staff to continue outreach and consider alternatives or changed contract terms.
Why it matters: The US 231 turn‑lane project targets intersections near Coosa Valley School and other high-traffic points noted by staff; the design contract and bid awards commit staff to next steps but leave local funding and attorney review as outstanding items.
The commission’s approvals are subject to final plan development, funding allocation and legal review before construction contracts are executed.
