St. Clair County ratifies retirement of long-serving engineer Dan Dahlke; Clay Phillips to take lead

Stan Bateman, chairman of the St. Clair County Commission, opened the meeting May 26 by introducing a retirement resolution honoring James Daniel “Dan” Dahlke for more than 34 years with the St. Clair County Department of Transportation. The commission moved and ratified the framed resolution recognizing Dahlke’s service, with the resolution noting an official retirement date of June 1, 2026.
Dahlke, who confirmed the May meeting would be his last regularly scheduled meeting, received sustained praise from commissioners for his work on federal compliance, grant applications and road-safety improvements. "We've been fortunate in this county to have Dan as our engineer for the last many years," Bateman said while reading the resolution. Dahlke replied briefly, "Thank you all," as commissioners recounted examples of his leadership and mentorship.
Commissioners used the meeting to outline the near-term transition: Clay Phillips, already participating in engineering briefings and project updates during the meeting, will assume the county engineering duties going forward. Phillips briefed the commission earlier in the meeting on paving crews, base-crew projects and ongoing bridge work, and commissioners encouraged him to continue applying for grants and sustaining the county’s federal compliance standards. "This consultant will come up with a comprehensive safety plan for St. Clair County," Phillips said in the Safe Streets discussion, reflecting the technical role he will assume.
The commission read and ratified Resolution 20 26 29 recognizing Dahlke’s career beginning April 1, 1992, and offering public appreciation for his work. Commissioners also asked staff to include incoming officials in budget and work-session discussions over the next six months to ease the administrative transition.
Next procedural steps: the commission ratified Dahlke’s framed resolution and will continue regular work sessions through the transition period; a handful of personnel appointments connected to department staffing were also approved at the meeting.
