St. Clair County holds public hearing and approves filing for FY27 Section 5311 transit grant

Janet Smith, St. Clair County public transportation director, presented the county’s FY27 Section 5311 grant application and budget at the commission’s April 28 meeting, saying the application combines federal funds with local match to operate the county’s public transit fleet.
Smith told commissioners the administrative budget is an 80/20 federal/local split, operations are proposed at a 50/50 split and vehicle capital at an 80/20 ratio. She also described service details: hours of operation are 6 a.m. to 6 p.m. Monday through Friday, fares are set at "$2 per 5 miles and $1 for each additional stop," and all 21 vehicles are handicap accessible. A written service description and project budgets are available on request, she said.
The public hearing produced no public comments. After a brief discussion, the commission voted to close the hearing and approved moving forward with the FY27 Section 5311 grant application to the Alabama Department of Transportation.
Why it matters: Section 5311 grants provide formula funding to support public transit in rural and nonurbanized areas. The application will allow St. Clair County to continue and expand demand-response service for residents who rely on it for medical appointments, work and errands.
The commission noted the grant approval does not automatically enact any personnel changes proposed in the transit budget; hiring would require subsequent budget approval when the commission reviews the county budget.
