Guest urges citywide trap-and-release for cats; council weighs golf-course concessions and quadplex planning

Karen Duhart, a guest at the Aug. 5 Houston City Council meeting, presented a plan for a citywide trap-and-release program focused on cats and urged the council to consider alternatives to fining residents who help strays. City Administrator Lloyd Wells was asked to research potential grants to support such a program.

Economic Developer Kevin Buck introduced Placer AI, an analytics service described during the presentations; council later approved a $7,000 annual subscription for the service in a separate motion. Parks and Recreation Supervisor Robbie Mortensen raised the topic of permitting food and drink sales at the municipal golf course, including possibly using an upstairs area for serving. Mortensen and guest Adam Vandiver discussed a potential contract with Vandiver (and his wife, Willa) to operate concessions; the council directed staff to follow up with Administrator Wells for further discussion.

Mortensen also raised the quadplex project, describing options to meet initial needs either by working with the current contract provider or pursuing a bond vote to complete only two fields at first; staff were asked to plan a preliminary budget meeting with the current provider or to prepare information for a bond consideration.

The minutes record that staff will gather additional information on potential grants and that follow-up meetings and discussions will be scheduled to refine budget and procurement options for the quadplex and for concessions at the golf course. No final procurement contract or bond decision was recorded in the meeting minutes.

The council’s discussion and the guest presentations indicate staff-level follow-up is required before the council will consider formal approvals or funding commitments for the proposed animal-control program, concessions contract or quadplex bond.
