Commission approves administrative aid for Coosa Valley EPA application and backs FEMA BRIC safe room resolution request

Commissioners on June 23 authorized a resolution to accompany a FEMA BRIC application for a proposed safe room on county property in Ashville and approved a motion to provide administrative support for a $1,000,000 EPA appropriation benefitting Coosa Valley Water Authority.
Candace Hill briefed the commission on the BRIC application and said the grant requires a 25% local match; she said the county hopes the land value itself may count toward that match and that the BRIC application must be submitted to the state by July 2. "That grant will require a 25% match, and it's our understanding that the land cost itself, the land value can be that match," Hill said. The county has preliminary estimates from designers and expects project costs in the neighborhood of prior safe room projects.
On the Coosa Valley item, Hill described that grant writing and administration can be paid for under the EPA grant and that the county may need to consider an appropriation to cover administrative costs while the EPA agreement is finalized. Commissioners voted to approve an appropriation for administrative costs to support the grant application and said they will follow up when the EPA grant agreement is received.
Both items were advanced with standard contingencies: quotes and final grant agreements are pending and the county attorney will review necessary documents.
Next steps: staff to finalize budget estimates, secure quotes for the safe room design, complete the BRIC application by the state deadline and process the EPA grant agreement when it arrives.
