Trustees schedule hearings, appoint members and approve emergency pavilion repair; several items placed on consent agenda

The Village of Mamaroneck Board of Trustees took several procedural and formal actions during its Oct. 14 work session.
Scheduling and hearings: Trustees agreed to schedule a public hearing on a code cleanup (PLLR 2025) and to put that item on the consent agenda for the next meeting. They also scheduled a public hearing related to extending the moratorium on battery energy storage systems (PLLS 2025) and set that hearing for Oct. 27 to allow time for staff to draft code amendments.
Appointments: The board appointed Rose Tilley to the planning board following trustee interviews. Trustees also added and approved an item to create an ad-hoc year-round recreation committee and appointed five volunteers (Lori Baker Brown, Carlo Reco, Tina Oresca, Mike Dugan and Ben Foster) to serve a one-year ad-hoc term.
Budget amendment for pavilion repair: Trustees voted to add an emergency agenda item after staff reported a pipe burst at a pavilion. The board approved a budget amendment for emergency pavilion repairs, with an estimated cost of $30,000; staff said the expense will be tracked for insurance reimbursement (less the deductible).
Executive session authorization: The board voted to enter executive session to discuss (1) current litigation (David Gordon Oppenheimer v. Village of Mamaronek), (2) personnel matters related to employment histories and terms for particular employees, and (3) proposed acquisition or sale of property for flood mitigation; the motion authorized attendance by the Board of Trustees plus specified staff and counsel.
Audited vouchers: Trustees reviewed and then moved to approve the audited vouchers by voice vote after clarifying a crossing-guard billing description and correcting date ranges in purchase order descriptions.
