The Greensboro City Council voted 9–0 on March 17 to adopt Vision 36, a strategic framework presented by City Manager Trey Davis intended to guide policy, investment priorities and implementation strategies over the next decade.
Davis told council the framework consolidates existing efforts — from the 2040 comprehensive plan to downtown and infrastructure initiatives — under a single direction focused on equitable growth, talent retention and neighborhood vitality. "What Vision 36 ultimately provides is alignment," he said, asking the council to lean in on shared priorities.
Council members praised the work that emerged from an extended retreat and highlighted the framework's emphasis on investment prioritization. Several members said they were energized by the process and that adopting Vision 36 would allow the city to coordinate bond proposals, infrastructure projects and partnerships with higher education and the private sector.
Council moved and seconded the resolution and recorded a unanimous 9–0 vote to adopt Vision 36. City staff said the framework will guide future agenda items and investment decisions and that more specific implementation actions will follow through departmental plans and budget processes.
