The Bel-Nor Board of Aldermen used its March 18 work session to cover a range of administrative and operational topics.
City Attorney Stephanie summarized the division of responsibilities between the board and staff: the Board sets policy and approves ordinances, contracts and budgets while staff implements day-to-day operations and manages routine expenditures within budget line items. Board members asked for clearer communications about when matters should be brought before the board and staff agreed to prepare educational materials.
Discussions on purchasing and budget procedures focused on strengthening thresholds, clarifying when bids are required, better budget line item tracking, and potential future ordinance or policy updates. Staff reported ongoing work to improve accounting organization, chart of accounts, invoice review, and budget controls.
Board members reviewed options for a city-owned commercial property formerly operated as a restaurant, including lease development or a request-for-qualifications for tenants, the potential to change uses to other civic or commercial purposes, and the expectation that tenants provide their own equipment. Public works and facilities items included basement cleanup and pipe repairs, former police station cleanup, street signs and lighting, sidewalks, and a recommendation to begin structured capital planning.
The Board discussed adjusting meeting dates to avoid holiday conflicts in August, January and February and indicated general support for scheduling changes; any formal calendar updates will be acted on at a future meeting. Administrative updates included continuing weekly reports, cleaning and landscaping bids, contractor communication controls, public works request tracking, and recruitment for code enforcement staffing.
A motion to adjourn was made by Alderperson Terri Durand and seconded by Alderperson Ryan Brockschmitt; the meeting concluded at 6:50 PM.
