Bel-Nor introduces new city administrator; Normandy school-board candidate speaks to board

Mayor Anna Vogel introduced Rachel St. Pierre as the new City Administrator at the Bel-Nor Board of Aldermen meeting on Feb. 16. St. Pierre told the board she is working on updating job descriptions and procedures and said the administration is exploring senior programming for the city building, including coordinated events, benefits assistance and possible intergenerational partnerships with schools and UMSL.
Violet Taylor, identified as a member of the Normandy Schools Collaborative school board, addressed the board to announce she is running for re-election. Taylor said she has served three years on the district board, is working to "lift the stigma" associated with the district and urged voters to support her on April 7, 2026. "If I am re-elected, I will continue to work with the board and superintendent on our children's behalf," she said.
The board also discussed administrative priorities including finalizing the fiscal-year 2023 audit and reviewing materials provided by St. Pierre. Alderman Ryan Brockschmitt said the city received a 90% score from MIRMA and is engaged with the new administrator on next steps. The board thanked St. Pierre for her work and scheduled follow-up on audit and administrative items at future meetings.
