The Bel-Nor Board of Aldermen on April 20 held initial discussions on consolidating municipal court operations and reviewing the FY2023 audit but took no final action, tabling both items for future work sessions.
Mayor Anna Vogel introduced a first reading of an ordinance proposing to transfer and consolidate Bel-Nor municipal court operations with the Jennings Municipal Court while retaining Bel-Nor’s municipal judge. Board discussion touched on docket timing, types of cases handled by the municipal court, safety and location concerns, and staffing limitations that have paused local court operations. Council members noted other consolidation options, including St. Louis County and nearby municipalities. Alderman Evelyn Days moved to table the ordinance for further discussion and Alderman Ryan Brockschmitt seconded; the motion carried. The board directed staff to schedule a future work session to explore operational details and partner options.
Separately, the board reviewed a draft of the FY2023 audit and discussed delays in its completion. Concerns about timing and possible contract terms for future auditors prompted the board to table the resolution accepting the audit and request a work session with the auditor. No acceptance vote occurred at the meeting.
Why it matters: Consolidation of court operations affects where residents appear for municipal matters, how dockets are scheduled, and which jurisdiction provides day-to-day court services. The board’s decision to table both items reflects outstanding operational and timing questions staff and aldermen want addressed before formal action.
What’s next: Staff will coordinate work sessions: one to analyze consolidation partners and operational logistics for municipal court, and one with the auditor to resolve outstanding questions about the FY2023 audit timeline and contract expectations.
