Bel-Nor mayor to chair TDD as board seeks grants, multi-city procurement for street repairs

Residents raised multiple complaints about potholes and local speed-control devices during public comment at the Bel-Nor Board of Aldermen meeting on Feb. 16. The discussion prompted a report from Mayor Anna Vogel about the Transportation Development District and plans for street repair funding.

Mayor Anna Vogel said Bel-Nor will receive about $100,000 from the TDD and that she accepted the TDD chair position. She told the meeting that the TDD structure allows each city to manage its own bidding and paperwork or to partner with other municipalities so that Beyond Housing can administer procurement and bidding on behalf of several cities for a shared administrative fee. "The more cities involved will bring the cost down," Vogel said, and the board has a scheduled March meeting to begin planning and grant coordination.

Residents and aldermen discussed local traffic-calming options. Several residents contrasted older concrete speed bumps with newer rubber or modular speed-hump products and noted federal guidance that favors speed humps over vertical, concrete-style bumps. Alderman Terri Durand said cost comparisons will matter. Alderman Mike Capstick raised questions about whether certain grandfathered installations could be repaired or require different materials under current rules.

The board discussed pursuing TDD funds plus outside grants and multi-city contracts to increase purchasing power and reduce per-unit administrative costs. No formal vote or contract award on street repairs was taken at the meeting; Mayor Vogel indicated preliminary steps are under way and that additional planning and bidding will follow.
