At a March 18 work session, the City Council discussed a proposed Neighborhood Preservation Program ordinance intended to formalize proactive inspections and regular neighborhood monitoring. City Attorney Stephanie told the council that "Nuisance abatement procedures are governed by Missouri state law and City nuisance ordinances," and that any local ordinance must operate consistent with those statutory procedures.
The ordinance, as presented, would add a proactive monitoring component to existing enforcement rather than replace state-required nuisance procedures, Stephanie said. Council members debated whether to formally separate voluntary courtesy notices from the statutory nuisance notices required under state law and whether additional friendly notices might improve voluntary compliance.
City Administrator Rachel St. Pierre said staff will review and update the notice letters used in the city's software system so they align with ordinance requirements and clearly explain procedures to residents. Council members also discussed how notices are worded and delivered to ensure residents understand whether a notice is advisory or a statutory enforcement step.
No formal motion or vote was taken during the work session. Staff will continue reviewing notice templates, enforcement procedures and any needed ordinance language and will return with recommendations for next steps.
