Richmond council approves additional SCADA funding, VFD purchase and municipal window repairs

The Richmond City Council on Feb. 24 approved a set of maintenance and repair actions to address aging equipment at the wastewater treatment plant and moisture infiltration at the Municipal Complex.
Councilor Ron Peterson told the council that ongoing upgrades and compatibility issues continue to affect the wastewater treatment plant's aging SCADA (Supervisory Control and Data Acquisition) system and that the $10,000 previously authorized in December has already been expended. The Public Works Committee recommended approving Amendment #1 to add $10,000 for on-call SCADA services with Olsson; the council approved the funding and associated budget transfer by an 8-0 roll-call vote.
Peterson also reported that the North Lift Station alternates operation among three Variable Frequency Drives and that VFD #1 has failed after about 12 years of service. He moved to purchase one replacement VFD at a cost of $16,159 with a line-item transfer; Councilor Deanna Guy seconded and the motion passed 8-0. The council agreed to budget for the remaining two drives in a future fiscal cycle.
City Administrator Tonya Willim reported that two windows in the Council Chambers and two windows in the municipal gym have separated caulking allowing moisture infiltration. She said repairs were not budgeted for FY26 and will be paid from the Municipal Complex Fund; a formal budget amendment will be presented at a later date. Councilor Ron Peterson moved to approve the repairs and resealing of the four windows, Councilor June Paige seconded, and the motion passed 8-0.
All motions on these maintenance and repair items passed unanimously. The council did not discuss vendor contract language, long-term replacement schedules for the remaining VFDs beyond noting future budgeting, or specific vendors for window repairs in the minutes.
