Richmond council approves routine contracts, equipment purchases and parade street closures

At a Dec. 2 special meeting, Richmond's City Council unanimously approved a compensation-study update, interim finance support, wastewater equipment and vendor contracts, a municipal roof contract, vehicle and pump purchases, TLO software renewal and street closures for the city's Dec. 5 Christmas parade.
The Richmond City Council on Dec. 2, 2025, unanimously approved a series of routine contracts, equipment purchases and a temporary street closure for the city's annual Lighted Christmas Parade.
Council authorized McGrath Human Resources Group to update the city's classification and compensation study for an amount not to exceed $13,000 following a Finance Committee recommendation. The council also approved continuing interim finance support and an executive search with Interim Solutions, LLC, to fill the vacant finance director post.
On public-works matters, the council approved continuing on-call SCADA services with Olsson, Inc. for the wastewater treatment plant and approved a $12,000 Letter Agreement with Olsson to replace the plant's aging autodialer with a TopView-based voice alarm notification system. Council also awarded an RFP for roof restoration at the municipal complex to SwingCoast Roofing for $214,650 and authorized the City Administrator to execute the contract.
The council awarded the South Lagoon lime-sludge removal project to Reed Environmental LLC following a Public Works Committee recommendation; the firm's bid was $127,000 and the work must comply with Missouri Department of Natural Resources specifications. Council approved the award by roll call.
For fleet and equipment, the council ratified staff's purchase of a 2024 Ford F-450 with a Knapheide utility body from Uftring Ford and the associated air-compressor for a total not-to-exceed amount of $124,000. The city plans to reassign the outgoing 2017 F-550 to Water Distribution and sell a 2015 F-550 on Purple Wave. The mayor determined the replacement purchase met emergency-procurement criteria to ensure continuity of essential services; the council confirmed the action.
Council also approved the low responsive bid from Central Power Systems & Services to purchase a Wacker Neuson 6-inch trash pump for $19,926.51, including delivery and required hoses.
The council approved a street-closure request for the Chamber of Commerce's Lighted Christmas Parade and Extravaganza on Dec. 5, 2025, with closures focused on North Main Street and College Street from 5 p.m. to 8 p.m. The Richmond Police Department's request to renew The Last One (TLO) Online investigative service was approved with a not-to-exceed figure of $2,400 for the year.
All motions passed on unanimous roll-call votes recorded as 6-0. The meeting began at 6:30 p.m. and adjourned at 6:51 p.m.; the City Administrator was authorized to sign the approved agreements.
Behind the decisions were routine procurement and budgeted items intended to maintain city operations, improve wastewater monitoring and alarms, extend the municipal complex roof life, and support public-safety investigations and a community holiday event.
