Richmond accepts USCI termination, advances waterline and plant work; RFP for well maintenance planned

City Administrator Tonya Willim told the Richmond City Council on Jan. 13 that excavation at the cemetery reflection pond is complete, the compost pile has been ground, and contractor VF Anderson is working on Benton and Ralph streets as part of the ongoing waterline replacement project. She said a recent Teams meeting with MoDOT about permitting should produce permits this week and that Ross Construction plans to return to the water plant to install new filter-media spheres by the end of the month.
"It is hoped that both the water plant and the waterline replacement projects will be wrapped up by April," Willim said.
Separately, the council accepted a termination agreement with Utility Service Co., Inc. (USCI), which informed the city it will no longer service water wells; the city has been under agreement with USCI since 2017. Councilor Ron Peterson moved to accept the termination agreement and authorize the Mayor to sign; Councilor Barb Hardwick seconded, and the motion passed 7-0. City staff said USCI will continue to maintain the city's towers, tanks and AI meters under the terms of the agreement.
Council directed staff to issue a Request for Proposals for well maintenance in the FY27 budget cycle to ensure continuity of professional maintenance services.
