Richmond council approves $27,485 purchase of four snowplows

The Richmond City Council on Oct. 14 authorized the City Administrator to purchase four 9-foot snowplow blades from Lawn & Leisure of Lee's Summit for a total not to exceed $27,485.28.
City Administrator Tonya Willim told the council that the current plow blades are several years old and have grown increasingly costly to maintain. Staff solicited three quotes; the lowest responsible quote was from Lawn & Leisure of Lee's Summit for four 9-foot Wester plows, including assembly and light kits. Staff noted Western Plow holds Sourcewell Contract #062222-DDY for snow and ice handling equipment, supplies and accessories, which supports cooperative purchasing and parts compatibility across the city's fleet. The staff also proposed selling the existing plows on the Purple Wave auction platform.
Councilor Deanna Guy moved to authorize the purchase and Councilor Ron Peterson seconded. The roll-call vote was unanimous: Guy, Peterson, Hardwick, Paige, Brash, Williams, Bond and Kinnard voted yes; there were no nay votes. The motion carried 8-0.
The purchase was presented as a one-time FY26 budgeted item. Council did not attach conditions to the approval; staff may proceed with procurement and with disposal of the old plows as described.
