Richmond council authorizes $15,788 purchase of large-format printer

The Richmond City Council on Oct. 14 authorized the purchase of an HP DesignJet XL3600 large-format printer/scanner from Drexel Technologies for a not-to-exceed price of $15,788.
City Administrator Tonya Willim told the council the existing HP DesignJet T2300PS, purchased in April 2013, is no longer operational and that parts are no longer supported. The proposed replacement, covered as a one-time purchase in the FY26 budget, was procured under Missouri State contract #CT241929002 through the NASPO Master Agreement #187822, which staff said ensures cooperative purchasing compliance and competitive pricing. The purchase includes delivery, installation, user training, removal of the old unit and a box of paper at no additional cost.
Councilor Bob Bond moved to approve the purchase and Councilor June Paige seconded. The roll-call vote was unanimous: Bond, Paige, Peterson, Hardwick, Guy, Williams, Kinnard and Brash voted yes; there were no nay votes. The motion carried 8-0.
The replacement was presented as a capital equipment item already funded in the FY26 budget; no additional budget appropriation was reported at the meeting. No amendments to the purchase were proposed during the discussion.
The council did not schedule further action on the item; staff will complete procurement and arrange installation under the stated contract terms.
