Commission transmits beach hotel density bonus and TDR plan to state after public debate

Hollywood commissioners on July 7 voted unanimously to transmit three companion comprehensive‑plan text amendments to the Florida Department of Commerce for review. The items—(1) a Hollywood Beach hotel density bonus program, (2) a transfer‑of‑development‑rights (TDR) program, and (3) amendments to flexibility‑unit provisions—establish a policy framework authorizing a future beach overlay zoning and bonus system.

Development services director Andrea Winget and Cameron Palmer, chief planner, emphasized the staff recommendation: these comp‑plan amendments are policy steps to authorize a future zoning overlay and not a site‑specific rezoning. The bonuses are voluntary and tied to zoning implementation that would require compliance with design guidelines, block‑structure rules, transition standards, resilience contributions and other minimums. Commissioners pressed staff on discretion, the treatment of coastal high hazard areas, how to prevent wholesale parcel assembly east‑to‑west that could create monolithic massing, and the visual impacts of the renderings; staff said many specifics will be set at the zoning stage and through design guidelines and that public outreach and simulations will be used before zoning adoption.

Several residents said notice and outreach to older and working residents had been insufficient; planning members in prior hearings raised concerns about limited time for review. Commissioners directed staff to ensure strong public engagement as the overlay and zoning language are drafted. The three comp‑plan amendments were transmitted for state review and will return to the commission for final adoption after agency comments.
