Lakehurst council introduces 2026 budget, approves consent agenda including $2M NJ Infrastructure Bank note

The Borough of Lakehurst’s mayor and council on May 21 introduced the 2026 municipal budget and approved a consent agenda that included personnel appointments and a financing resolution authorizing the issuance of a construction financing note to the New Jersey Infrastructure Bank not to exceed $2,000,000.
Councilwoman Bernadette Dugan moved to introduce the budget (Resolution #26-112); the motion passed by roll call. Dugan said the public hearing on the budget will be held at the June 18 council meeting and that the borough’s chief financial officer will attend to answer questions. Mayor Harry Robbins said the adopted budget and documents will be posted on the borough website.
The consent agenda included Resolution #26-105 (payment of bills); #26-106 (authorizing NJ Infrastructure Bank financing up to $2,000,000); #26-107 appointing Jean Verrier as a police officer; #26-108 authorizing a salary increase for Deputy Municipal Clerk Lowe; #26-109 and #26-110 making permanent appointments (Renee James as Clerk 3 and Kori MacLean as Clerk 2); and #26-111 approving the hiring of Michael Rochelle as a crossing guard. An ordinance to establish a municipal cap bank (Ordinance #2026-03) was introduced on first reading.
Councilman McCarthy also announced that the New Jersey Economic Development Authority will meet with local business owners on June 8 (9:30–11:00 a.m.) at the Community Center to discuss loans and grant programs; Clerk Capasso and Deputy Clerk Lowe are preparing flyers for distribution, and McCarthy and Council President Emmons said they will assist with distribution.
Motions on the consent agenda and the budget introduction were recorded by roll call; no dissenting votes were reported. The council approved minutes of the May 7 meeting earlier in the evening. Other business included community notices about the Annual Bike Rodeo on June 6 and Memorial Day services May 25 at Lake Horicon.
