City manager praises volunteers, flags Rumpke complaints and upcoming contract decisions

In his city-manager report to the New Carlisle City Council on July 6, Mr. Hall recapped a string of community events — a farmer’s market, a hot-dog social and a Heritage of Flight "party in the park" — and thanked volunteers including Mike Lowry and Marshall Gorby.
Hall also reported an uptick in resident complaints about the city’s contracted trash hauler, Rumpke. He said route changes and a new transfer-station operation produced some service disruptions and new drivers unfamiliar with longstanding pickup routines. Hall said staff quickly identified problem areas using survey responses and will forward the data to Rumpke management ahead of the company’s contract-renewal period and potential extension decisions.
Hall acknowledged isolated missed pickups and said the city will be deliberate and fair as it approaches a renewal year. He also noted staff is handling a personnel transition in finance and recommended "Mr. Nichols" as the manager’s pick to succeed Finance Director Colleen Harris; he asked council to treat the hiring as emergency legislation to allow an immediate start contingent on counsel approval.
What’s next: Staff will provide Rumpke survey results to company management and prepare materials related to the proposed emergency appointment and budget items for upcoming council action.
