Commissioners approve resolution to apply for Keystone grant for New Castle Public Library HVAC upgrade

Lawrence County commissioners approved Resolution 148 on July 7, authorizing the county to be the applicant and pass-through recipient for a Keystone grant to replace the New Castle Public Library's heating and cooling systems.
Planning Director Amy McKinney told the board the county will receive the award and pass the funds through to the New Castle Public Library, but county procurement rules require the county to advertise for bids and follow standard bid opening procedures. McKinney said the grant award amount is $400,000 and that the county must provide a dollar-for-dollar match.
Joseph Ambrosini, identified by the chair as a library board member, thanked the commissioners for prior and ongoing support, described the project as an urgent retrofit (rooftop chiller and HVAC replacements) and said the library temporarily closed last week because of inadequate cooling. "Money is not running rampant at the library," Ambrosini said; he thanked staff and county partners for assistance in preparing the bid and grant materials.
According to the resolution and comments from county staff, the county will advertise the project for bids on July 14 with bids due and a public bid opening on August 4; the county controller will open bids in public as required by procurement procedures. The board moved, seconded and approved Resolution 148 by roll call.
The presenters said the county is reviewing options to meet the required matching funds and that current plans identify available sources to satisfy a $400,000 match requirement. No contract awards were made at the meeting; the resolution authorizes the procurement steps and grant application process.
