Newton council awards multiple construction contracts including $459,551 citywide overlay

The Newton City Council approved a series of construction contracts for street, subdivision, water and park work during the meeting.
The council adopted a resolution awarding the 2026 citywide HMA overlay project to Manatz Incorporated of Newton, Iowa, with a low bid of $459,551.13. A council member announced an abstention from that vote because of employment with the bidder.
Council also approved the Arbor Estates 3rd Addition contract to Absolute Concrete Incorporated (Granger) for $534,827.90; one council member abstained from that vote due to a relationship with the bidder. The 1st Street North 8-inch water main project was awarded to Central Iowa Excavation (Kellogg) for $230,036 to eliminate two dead-end mains and improve system connectivity.
On park projects, the council adopted a contract to prepare the site and utilities for the Harmony Park restroom (precast delivery scheduled for August 2026) and approved TK Concrete Incorporated (Pella) for the Cardinal Pond parking improvement project at $34,380. Public Works Director Joe Greif described the Cardinal Pond plan as “a gravel parking pad with 2 concrete ADA accessible spots, which then lead down to the new dock... installing bollards with a safety chain rope around the perimeter… to prevent anyone from driving down into the park,” giving residents a clear sense of the design and safeguards.
Where members abstained, they cited personal employment or relationships with bidders and the clerk recorded those abstentions during roll call. Contracts were approved by roll-call vote as shown on the agenda; staff will coordinate scheduling and project oversight with contractors and report back on timelines.
