City Administrator John Butz explained differences between Third Party Administration (TPA) and Pharmacy Benefits Management (PBM) and said employee complaints about the existing providers (UMR and OptumRX) drove a vendor change. Council authorized the City Administrator to finalize services with Consociate for TPA and with Ventegra for PBM by voice vote (11 Ayes, 0 Nays, 1 Absent).
Separately, Butz presented the Forum Plaza Community Improvement District proposed budget for council review; statutory requirements call for Council review before the CID board acts, but no formal Council action was required or recorded on June 16. Butz and Mayor Magdits serve as two of the five CID board representatives.
