Council voids initial vote on hospitals 11th Street vacation after procedural oversight

Rolla City Council opened a public hearing at 6:34 p.m. on June 16 to consider vacating a portion of 11th Street west of Powell Avenue at the hospitals request. City Planner Tom Coots said the hospital seeks the vacation so the street would serve only the hospital to facilitate a building project.
The public hearing closed at 6:42 p.m., and City Counselor Nathan Nickolaus conducted a first reading of the ordinance by title. The Council proceeded to a vote on the first reading and initially recorded a passage, but members later realized a procedural oversight had occurred. The Council unanimously agreed to declare the initial vote void and strike it from the record; the item will be reconsidered at the next scheduled meeting.
Tom Coots told the Council the request originated from the hospital to facilitate construction and restricted future use of that segment of 11th Street to hospital access. No public speakers were recorded opposing the request during the hearing. The city did not complete a final ordinance adoption on June 16; the matter remains pending and will require a subsequent reading and vote.
The procedural correction means no change to property or right-of-way status took effect on June 16. Council members did not record amendments to the proposed ordinance at the meeting; the next procedural step is reconsideration at the July meeting, where the Council may conduct the required additional readings and vote.
