The Rolla City Council opened a public hearing on April 7 on a petition to form The Highlands Community Improvement District (CID). Michael McMahon of Husch Blackwell spoke on behalf of the developer, answering council questions about the proposed special assessment fee, interest and how the district would report and provide transparency to residents.
Mayor Louis J. Magdits IV opened the hearing at about 6:31 p.m.; after questions, the hearing was closed at 6:51 p.m. City Counselor Nate Dally read the CID ordinance for its first reading by title, which cites Sections 67.1401 through 67.1571 of the Revised Statutes of Missouri. No final council action on CID formation was recorded at the meeting; the reading establishes the start of the ordinance process and directs staff filings consistent with state statute.
The council also reviewed related land-use materials later in the agenda, including the final plat for The Highlands, Phase I, which was approved on final reading during the same meeting. Council members asked procedural and transparency questions during the public hearing; the developer's counsel responded but did not present financial attachments in the minutes. Further filings and statutory notices will be required for CID creation under state law.
