Rolla City Council approves Highlands final plat, wayfinding contract and multiple bids, resolutions

The Rolla City Council on April 7 approved a package of land-use, contract and budget items, including final plat approval for The Highlands, Phase I, and contracts for wayfinding signage design, asphalt work and stormwater repairs.
The council adopted Ordinance 4849 on final reading to approve the final plat for The Highlands, Phase I, a residential subdivision creating 87 lots in the R-1 district with a planned unit development overlay. City Counselor Nate Dally read the ordinance and Councilman Rob Kessinger moved for approval; Kevin Greven seconded. The roll call vote recorded ayes from Council Members Mattias Penner, Kevin Greven, Tina Balch, Megan Johnson, Rob Kessinger, Steve Jackson and Matt Fridley; no nays were recorded. Council Member Joshua Vroman had stepped out during the vote and several members were absent.
Council also approved Ordinance 4850 authorizing an agreement with Cochran Engineering to prepare designs for downtown welcome and wayfinding signage at three locations. The motion, made by Councilman Steve Jackson and seconded by Matt Fridley, passed on roll call with all present voting aye.
On fiscal matters, the council awarded Project 599 (FY2025 Phase II Asphalt) to Pierce Asphalt LLC for $411,524.50 (motion by Matt Fridley, seconded by Kevin Greven) and Project 596 (ARPA Stormwater CIPP Repairs) to Visu-Sewer of Missouri LLC for $260,891.75 (motion by Kevin Greven, seconded by Matt Fridley). Both awards passed by voice vote.
The council also approved an emergency playground repair at Green Acres Park for $51,120 to replace storm-damaged equipment; Parks Director Floyd Jernigan said the repairs will be reimbursed by the city's insurance claim. The motion (Fridley; seconded by Kessinger) passed by voice vote.
Several one-reading resolutions passed by voice vote: Resolution 2062 approving a managed deer hunt for the 2025–2026 season, Resolution 2063 authorizing a professional services agreement with EverStrive for an executive search for the city administrator position, and a resolution authorizing an MOU with Prevention Consultants of Missouri for opioid/drug prevention services using subaward settlement funds. The council recorded these approvals as unanimous among those present.
The meeting included the routine filing of departmental reports and closed with recognition of a resident who assisted emergency responders after recent tornado damage. With no further business, Mayor Louis J. Magdits IV adjourned the meeting at 8:25 p.m.
