Commission adopts clarified complaint-filing language for Fair Election Fund

The Baltimore County Fair Election Fund Commission voted unanimously on June 8 to adopt revised summary-guide language clarifying where complaints about a campaign’s potential or actual use of the fund should be filed.
Betsy Keim (Office of Law) presented the proposed change, saying the current guide was narrower than the code and that complaints are often referred to county and state staff. She proposed the following language: “Any complaints regarding a campaign's potential or actual use of the Baltimore County Fair Election Fund shall be filed with the commission's county support staff in accordance with the Baltimore County code 8-2-111.” Keim also noted the guide will include the commission’s Fair Election Fund email address for filing complaints.
Commissioner Bernice Tucker moved to accept the changes “as stated,” and a second was recorded. The chair called for the vote and commissioners responded “Aye”; the motion carried unanimously.
The change refocuses the summary guide language to reflect current practice that complaints route through county support staff and references the county code. Commissioners did not add any additional procedural steps at the meeting and directed staff to finalize the revised text.
